[`refurb`] Implement `implicit-cwd` (FURB177) (#7704)

## Summary

Implement
[`no-implicit-cwd`](https://github.com/dosisod/refurb/blob/master/docs/checks.md#furb177-no-implicit-cwd)
as `implicit-cwd`

Related to #1348.
