Fix windows-ci failure (#11470)

## Summary

The recent issues with the windows CI seem to be caused by
https://github.com/nextest-rs/nextest/issues/1493. With this
https://github.com/nextest-rs/nextest/issues/1493#issuecomment-2106331574
as a fix.

(Let's see if it works)
