[`ruff`] Stabilize `invalid-assert-message-literal-argument` (`RUF040`) (#16646)
Summary -- Stabilizes RUF040 and fixes a very minor typo in the docs. The tests are already in the right place. Test Plan -- 0 issues or PRs
