2a0946760f Add trailing slashes to npm publish paths (#22603) 
Summary
--

The WASM builds in the 0.14.12 release were failing with an error about
trying
to publish over an existing version 5.8.1 ([example]). This seems to be
because
it's trying to publish a package named `pkg` instead of the `pkg`
directory.

Micha found that a trailing slash causes `npm` to interpret the path
correctly.

Test Plan
--

I think we can test this with a dry run of the release workflow,
otherwise
another release attempt for 0.14.12

4abc5fe2f1 [ty] Add support for dynamic type() classes (#22291) 
## Summary

This PR adds support for dynamic classes created via `type()`. The core
of the change is that `ClassLiteral` is now an enum:

```rust
pub enum ClassLiteral<'db> {
    /// A class defined via a `class` statement.
    Stmt(StmtClassLiteral<'db>),
    /// A class created via the functional form `type(name, bases, dict)`.
    Functional(FunctionalClassLiteral<'db>),
}
```

And, in turn, various methods on `ClassLiteral` like `body_scope` now
return `Option` or similar (and callers must adjust to that change in
signature).

Over time, we can expand the enum to include functional namedtuples,
etc. (I already have this working in a separate branch, and I believe it
slots in well.)

(I'd love help with the names -- I think `StmtClassLiteral` is kind of
lame. Maybe `DeclarativeClassLiteral`?)

Apparently this is about ~18x faster (2.25s → 0.12s) for a single-file
change, and ~2x faster (2.36s → 1.25s) for `prek run -a`.

Among some minor typo fixes and quality of life features for developers
of actions the main feature of this release are new outputs:

- **python-version:** The Python version that was set (same content as
existing `UV_PYTHON`)
- **python-cache-hit:** A boolean value to indicate the Python cache
entry was found

While implementing this it became clear, that it is easier to handle the
Python binaries in a separate cache entry. The added benefit for users
is that the "normal" cache containing the dependencies can be used in
all runs no matter if these cache the Python binaries or not.

This happens a single time.

19b10993e1 [ty] Automatically re-run ecosystem-analyzer workflow on subsequent pushes to a PR, if the PR has the ecosystem-analyzer label (#22179) 
## Summary

This PR reworks our ecosystem-analyzer workflow so that it automatically
reruns if a PR with the `ecosystem-analyzer` label has new commits
pushed to it, or is reopened after previously being closed. It's
currently easy to forget that you need to remove and re-add the label to
trigger a fresh workflow run, which can then mean that there are stale
(misleading) results in the PR comment posted by the bot. It also means
that it takes longer for CI to finish than it would otherwise, because
it might be a few minutes after pushing new commits to the PR before you
remember that you also need to remove and re-add the label.

## Test Plan

label again meant that the workflow was no longer triggered by these
actions.

## Summary

Fixes https://github.com/astral-sh/ty/issues/2090. Quoting my rationale
from that issue:

> A PR that only touches code in [one of these crates] should never have
any impact on memory usage or diagnostics produced. And the comments
from the bot just lead to additional notifications which is annoying.

I _think_ I've got the syntax right here. The
[docs](https://docs.github.com/en/actions/reference/workflows-and-actions/workflow-syntax)
say:

>  The order that you define paths patterns matters:

> - A matching negative pattern (prefixed with !) after a positive match
will exclude the path.
