[ty] add tests for workspaces (#21741) 
Here are a bunch of (variously failing and passing) mdtests that reflect
the kinds of issues people encounter when running ty over an entire
workspace without sufficient hand-holding (especially because in the IDE
it is unclear *how* to provide that hand-holding).

Markdown files within the mdtest/ subdirectory are tests of type inference and type checking; executed by the tests/mdtest.rs integration test.
