Micha Reiser 43ca85a351 [red-knot] Add run panel (#17002) ...

## Summary

This PR adds a new secondary panel to the red knot playground that
allows running the python code (current file) with
[pyodide](https://pyodide.org/en/stable/index.html) (currently Python
3.12 only).
