[ty] Infer precise types for `isinstance(…)` calls involving typevars (#21999) 
## Summary

Infer `Literal[True]` for `isinstance(x, C)` calls when `x: T` and `T`
has a bound `B` that satisfies the `isinstance` check against `C`.
Similar for constrained typevars.
