Zanie Blue 3ecd263b4d Bump version to 0.0.284 (#6453) ...

## What's Changed

This release fixes a few bugs, notably the previous release announced a
breaking change where the default target
Python version changed from 3.10 to 3.8 but it was not applied. Thanks
