[red-knot] Tests for 'while' loop boundness (#14944) 
## Summary

Regression test(s) for something that broken while implementing #14759.
We have similar tests for other control flow elements, but feel free to
let me know if this seems superfluous.

Markdown files within the mdtest/ subdirectory are tests of type inference and type checking; executed by the tests/mdtest.rs integration test.
