Charlie Marsh 8b8b174e4f [ty] Add a diagnostic for @functools.total_ordering without a defined comparison method (#22183 )

## Summary

This raises a `ValueError` at runtime:

```python
from functools import total_ordering

@total_ordering
class NoOrdering:
    def __eq__(self, other: object) -> bool:
        return True
```

Specifically:

```
