Respect `--torch-backend` in `uv tool` commands (#17117) 
## Summary

Like `uv pip`, these don't require a universal resolution, so
`--torch-backend` is easy to support.

This crate is an internal component of uv. The Rust API exposed here is unstable and will have frequent breaking changes.
