Turn off `clippy::struct_excessive_bools` rule (#14102) 
We always ignore the `clippy::struct_excessive_bools` rule and formerly
annotated this at the function level. This PR specifies the allow in
`workspace.lints.clippy` in `Cargo.toml`.
