+## FOUR TOOL DEFECTS FIXED — every one was manufacturing false verdicts, none touched a bank

+- **§97 `harvest_verify`**: `_ok` ignored → a REFUSED jtbl carve was built anyway into a guaranteed
+  `Error 33` and filed as CC1-FAIL; `attempt()` never restored on failure, so `_jtbl_snapshot()`
+  captured a dirty tree and its undo RE-APPLIED an earlier failed splice (the `final SHA None`
+  mechanism). Now: `CARVE-REFUSED` class, tree-at-baseline invariant, rc-checked recovery, and an
