+`residual_rules_b` has ~10 hand-written shape rules against **1,062** cookbook sections and fires
+certain/high on **~1-2%** of residuals. I called that a POPULATION ceiling; it is more likely a RULE
+COVERAGE ceiling. **Measure before building** (Fable-2 report §7.7):

+* **`gater_lane` ledgers a draft as gated when it STAGES it, not when the gate COMPLETES.** Gate37
+  refused with `rc=1` and gated nothing, yet both its functions were recorded as gated and were
+  silently skipped on the retry. I cleared the phantom entries by hand. **Fix: ledger on completion.**
+* **`parallel_gate` refuses to start on a dirty tree (correct) but that refusal still consumed the
