# G19 -- Assert your coverage

A scanner compares what it found against an over-approximating candidate set and fails on the gap. A silent skip is a
defect, and a loud failure nobody counts is exactly as invisible. A tool that cannot answer refuses; it never returns an
empty set that reads as "nothing left".
