§378c ★★ — THE FIFTH DECL-BLOCKER VARIANT: THE DRAFT REDECLARES WHAT THE TU ALREADY OWNS (P31 S69)
§378b's table has four variants, all about the TU's declaration of the function being banked or of a
callee. A fifth exists and the table does not cover it: the DRAFT redeclares a type, data symbol or
callee that the TU — or a header the TU includes — already owns. Measured instances: struct B16,
Blk8 + D_80126970, SVECTOR, callee arity (func_801811C8), callee promotion (func_8012AD44).
Fix direction is the mirror of §378: edit the DRAFT to adopt the TU's spelling (§367 banked-spelling rule), never the TU to match the draft. The levers exist; what is missing is a gate rung that applies them to type tags and callee prototypes rather than to the function's own decl.
Also measured: two "integration-blocked" rows were phantoms — one a blind worktree (§322b), one
where a fix_arity_callers --any-proto pre-pass broke a SIBLING TU (§378b variant 4 biting a second
time). Re-compile a stalled row in its real TU before believing its recorded verdict.
