G38 -- Draw-time bankability

Never hand out work the pipeline cannot bank (the wrong optimisation level for its object, an uncarveable table, a library region). The exclude list is audited before every draw and a stale one is refused: it records what the TOOLING could not do on the day it was written, not a property of the functions. provenance: BFM R45 + memory "re-probe exclude lists"; 79 draws of eleven unbankable functions; 88 of 107 entries stale the next day
