G40 -- Consume every verdict layer

A lane that mass-produces candidates from a template wires the full verdict ladder before it ships — instructions, symbol identity, translation-unit coexistence, whole-binary bytes — and consumes every verdict it computes; an oracle that exists but is not consumed is a defect with a per-pass machine cost.
