G50 -- Gate the directory, never the verdict list; recover before re-drawing

A wave's verdicts are a claim about what agents returned; every draft file the wave produced is scored, and coverage is asserted (banked + failed + no-verdict == drafts) before a row is recorded. After a gate, failures are triaged into body and plumbing rejects and the plumbing ones bank through the reconcile ladder without a new draft; the gate number is not the close rate until recovery has run. provenance: BFM how-to chapter 05 step 6 and "Then recover"; a byte-identical 579-instruction match reported as nothing; 5 of 8 at the gate, 8 of 8 after recovery
