Before writing a new tool or diagnosing a misbehaving one, look the NEED up in the tool index (the kit's corpus/tools/INDEX.md and the project's own docs/tool-index.md once it exists): the proven implementation is the jumping-off point — its design, its verdict layers, its refusals — its incident row is the failure mode to avoid, and its Adapt column is the list of what differs here.
