G5 -- Address provenance and region tags

Every symbol or address imported from outside the project's own oracles (community research, cheat tables, wikis, forums) is recorded in the address ledger with its source, its region or version, and its verification status. An address valid for one version is never assumed valid for another; an overlay-region address is never treated as a static symbol until the load map says so. A live-memory finding is verified only with three or more consistent datapoints or a controlled before/after diff; two-datapoint matches stay candidates. provenance: BFM G5 + R10 + R13
