* Initial Dockerfile implementation

* Add wibo installation to dockerfile

and also:

- Organize dockerfile a little bit more
- Add bash command for testing purposes, will probably be removed later

* Fix missing python packages in dockerfile, oops

* Add devkitPPC env var

* Switch to ultralib instead
