Zhou Wang 1e67ee9344 crypto: hisilicon - replace #ifdef with IS_ENABLED for CONFIG_NUMA 
Replace #ifdef CONFIG_NUMA with IS_ENABLED(CONFIG_NUMA) to fix kbuild error.
