James Hogan 79f83c0294 Kconfig.debug: add METAG to dependency lists ...

Add [!]METAG to a couple of Kconfig dependencies in lib/Kconfig.debug.
Don't allow stack utilization instrumentation on metag, and allow
building with frame pointers.
