[Why] On some linux based OS, the hotplug->HDCP start takes longer than 4seconds (by ~100ms) This is due to the HDCP delay (3 sec) so we only have 1 second to hotplug->stream enablement, which is not enough for certain OS configs. [How] Change the Delay to 0 seconds.
