Dan Carpenter 5e3ec11b64 qlcnic: remove duplicate QLC_83XX_GET_LSO_CAPABILITY define 
The QLC_83XX_GET_LSO_CAPABILITY define is cut and pasted twice so we can
delete the second instance.
