Mikko Perttunen 80d47a91e5 firmware: tegra: Add stubs when BPMP not enabled ...

Add static inline stubs to bpmp.h when CONFIG_BPMP is not enabled.
This allows building BPMP-related drivers with COMPILE_TEST.
