Michael Ellerman b46ce61198 powerpc/pseries: The RPA PCI hotplug driver depends on EEH 
The RPA PCI hotplug driver calls EEH routines, so should depend on
EEH. Also PPC_PSERIES implies PPC64, so remove that.
