Dmitry Torokhov aaef685d57 Input: atkbd - allow disabling on X86_PC (if EMBEDDED) 
Allow disabling atkbd driver if CONFIG_EMBEDDED is enabled. Previously
it was impossible to disable atkbd on X86_PC.
