John Stultz ad30dfa94c alarmtimer: Make sure we initialize the rtctimer ...

jonghwan Choi reported seeing warnings with the alarmtimer
code at suspend/resume time, and pointed out that the
rtctimer isn't being properly initialized.

This patch corrects this issue.
