Rickard Strandqvist b30b2e0f3d rtlwifi: rtl8723be: phy.c: Remove unused function ...

Remove the function rtl8723be_phy_get_txpower_level() that is not used anywhere.

This was partially found by using a static code analysis program called cppcheck.
