Mike Christie d6d13ee19d [SCSI] libiscsi: Use SCSI_MLQUEUE_TARGET_BUSY 
For the conditions below we do not want the queuecommand
function to call us right back, so return SCSI_MLQUEUE_TARGET_BUSY.
