Stephen Hemminger ee1377c3ee [STRIP]: Fix neighbour table refcount leak. ...

Found by inspection. The STRIP driver does neigh_lookup() but never
releases.  This driver shouldn't being doing gratuitous arp anyway.

Untested, obviously, because of lack of hardware.
