Jean Delvare ee1ce6fcb3 ACPI: cleanup acpi.h ...

Two cleanups to <linux/acpi.h>:
* Stop defining acpi_mp_config, it isn't used anywhere.
* Discard nested "#ifdef CONFIG_ACPI", they are useless and
  error-prone.
