jvoisin 24eb1165fc Fix .clang-format and .clang-tidy 
- `AlwaysBreakTemplateDeclarations` is a ternary, no a boolean.
- `WarningsAsErrors` is the list of checks that should be treated as errors,
  not a boolean.
