A plugin that only reads guest state to drive this player's host output
(rumble, haptics) can now declare netplay = "host_output". Online it stays
on per player: its function-entry hooks run in the shared simulation while
the rest of the own-view plan is parked, a completion request is ignored and
every psx_mod_write_* it attempts is refused, so it can never diverge peers.
Offline it is an ordinary plugin. netplay_view_mods_test covers both.

The manifest check on `default` is text-only; a symlink the package ships
could still point outside it. The default now resolves only when it exists
with the resource's kind (folder / file) and its canonical path stays
under the package's canonical root; otherwise the resource is unset and a
required one blocks launch. mod_packages_test covers a cleared or removed
selection restoring the default, a missing default folder, and a default
that is a symlink out of the package.

A [[resource]] may name default = "<path>" inside its package. While the
player has selected nothing, that path resolves (a required resource with a
default no longer blocks launch); a selection always wins. Lets a title ship
an HD texture pack (psx.hd-textures "pack" folder) in its own package.
Unsafe paths and verified/input/shared resources are rejected at scan.

Preserve negotiated content and dual-raster pass gates. Retain both fixture assertion sets and HD-off seams. Regenerate both BIOS with actual native emitter. Fix type-only rollback corrections and exclude extra-pad changes from digital-only promote gates.
Load modern texpage/texupload PNG replacements independently of DuckStation source. Integrate pack folders and options with mods, preserve native VRAM, and validate GL rendering, format matching, dump safety, and upload invalidation.
A [[plugin]] may declare netplay = "local_view": it only changes what one
player sees. A netplay session now keeps the player's own features whose every
contribution is such a plugin (no writes, overlays or derived discs) instead of
clearing them, without saving state.toml. They activate as usual, but their
hooks run only inside psx_mod_render_local_view (psx_mod_local_view_scope) and
their vblank/savestate callbacks not at all. With such a plan the widescreen
cull margin is the stock 0 in the shared game and this peer's own margin only
inside the sandboxed own-view draw; squash is not used. The canonical frame,
snapshots and digests stay identical on every peer whatever each player chose,
so nothing is negotiated, and each keeps their own aspect.
Tests: netplay_view_mods_test (flag, plan filter, parked hooks, no vblank,
state.toml untouched), ws_local_view_margin_test (margin scope), render-pass
sandbox asserts the scope around a local view.

Preserve current segmented dispatch, active-plan mod hooks and software scale limits. Extend function filters through the active plan, retain the last-store pointer with overlay ABI 25, and keep default config fingerprints stable. Refresh BIOS emitter stamps after byte-identical regeneration and reconcile regression fixtures.
Port the launcher-facing hidden feature plumbing from rbengine-bak PR #207 without resurrecting the removed 8 MB RAM manifest on master.
Source commit: 45253daf9a
Two defects that only bite a MinGW C++17 build, both still live on master.
runtime.cmake declared only `c_std_11` on the runtime target, leaving the C++
dialect to whatever the parent project happened to set. A game CMakeLists that
omits CMAKE_CXX_STANDARD therefore compiled mod_packages.cpp as a pre-17
dialect. State the runtime's real requirement instead of inheriting it.
mod_packages.cpp captured a structured binding (`for (const auto& [id, ...])`
with `id` used inside a lambda). That is a C++20 extension; clang accepts it
silently, MinGW/GCC at C++17 rejects it. Bind the map entry to ordinary locals
before the lambda.
Cherry-picked from ae9432a3 on feat/rbengine-bak, minus that commit's unrelated
lib/recomp-net submodule bump. Verified by building psx-runtime on Linux.
Loading acceleration is a property of the emulated hardware, not of any
particular disc, so having each title carry its own copy of the same two
manifests and plugins was duplication waiting to drift.
- target game_id "*" now matches every game. An empty target list still
matches nothing, so a malformed manifest fails loudly as before.
- mods/builtin/packages ships psx.enhancement.fast-loading and
psx.enhancement.cd-speed: independent host-pacing and CD-timing mods,
each a free integer multiplier (1..1024) plus a tickbox that uses
disabled_by to grey out the field it overrides.
- runtime/src/mod_builtin_speed.c registers both activation plugins.
- runtime.cmake stages mods/builtin into every game's output beside its own
catalog, before the game's own copy, so a title can still override an id.
Titles adopting these should delete their per-game copies; keeping both
would show two of each mod.

Players asked for CD speeds beyond the curated 2x/4x list and for the two
loading accelerators to stop being one control (GH TombaRecomp#5: a
speedrunner wants shorter loads but NOT the host speed-up, which runs past
the loading screen and breaks a skip).
Three changes, all general:
- psx_mod_set_disc_speed accepted only divisor 2 or 4. That was policy,
not safety: cdrom.c divides the sector delay and floors the result at
CDROM_MIN_DELAY, and apply_speed leaves XA streaming at authentic
timing, so no positive divisor can produce a zero-delay storm or
pitch-shift FMV audio. Accept 1..PSX_MOD_DISC_SPEED_MAX and let the
mod's description carry the risk warning.
- psx_mod_set_load_acceleration accepted 2..16. Host pacing cannot desync
the guest at all (every frame, CD deadline, interrupt and callback still
happens), so the ceiling was arbitrary. Accept 1..PSX_MOD_LOAD_ACCEL_MAX,
with 1 meaning authentic and 0 still meaning uncapped.
- New option key disabled_by: an option names a BOOLEAN sibling that
overrides it, so "tick Instant and the speed box stops mattering" needs
no second widget type. The parser rejects a dangling, self-referential
or non-boolean reference rather than leaving a control silently always
enabled, and the provider resolves the link against the live selection
so the launcher and the plugins can never disagree about whether a
control counts.
