Shokunin 24734e2c54 Refresh the BIOS emitter stamps ...

config_loader.cpp is an input of the BIOS emitter fingerprint. Both BIOS
backends regenerate byte-identically with the new [video] key (it is a
runtime setting, read by no emitter), so only the fingerprints move.
