Alex Vanderveen bf1eec8664 Retail BIOS images, seeds, and lobby BIOS settle ...

Add retail kernel BIOS configs (SCPH5500/5501/RetailKernel) with their
Ghidra seed sets, the add_retail_bios / gen_retail_bios_seeds tools and
their tests, plus the lobby client BIOS-settle path and the config
loader / emitter changes that back them.
