Alex Vanderveen 0a911fed53 Stop vsync and the wall-clock pacer from double-blocking presents. ...

Linux compositors wait a full refresh on SwapBuffers even after the pacer has already slept ~16.7 ms, which locked NTSC titles at 30 Hz / 0.50x with the CPU idle. Vsync now owns cadence only on ~60 Hz panels; otherwise the pacer holds 59.94 Hz and swap interval is forced to 0.
