Matthew Stanley 2a9d1e51ba overlay(sljit): PSX_NO_SLJIT debug knob to force interp-only overlay execution ...

Makes overlay_sljit_available() honor PSX_NO_SLJIT=1 (report unavailable), so
combined with [runtime] overlay_cache=false the overlay path falls entirely to
the dirty-RAM interpreter. An A/B isolation aid for bisecting the static<->interp
boundary vs JIT codegen. Off by default; benign in release.
