Matthew Stanley 2cd5d22773 debug_server: fix Release link (guard the synth_recurse self-test call) ...

handle_synth_recurse (a command handler, compiled even in Release) called
debug_server_synth_recurse_arm, which is defined only under #ifndef
PSX_NO_DEBUG_TOOLS — so a Release build (PSX_DEBUG_TOOLS=OFF) failed to link with
an undefined reference. The self-test is debug-only and the TCP server never
starts in Release, so guard the call; the handler is dead code there.
