Shokunin 46452e1e2c Launcher V-Sync row round-trips to [video] vsync ...

The PSX launcher profile offers a V-Sync row (has_vsync) but the host never
seeded RecompLauncherCSettings.vsync or read it back, so the row changed
nothing. Map [video] vsync (1 on, 0 off, -1 adaptive, 2 VRR) to the row
(On / Off / Adaptive) and back; VRR shows as On and is kept unless changed.
