With the restart removed, sectors arrive 225,792 cycles apart -- exactly one 2x sector period -- and the whole per-request read-start penalty is gone. The verdict still subtracted a fixed 451,584 constant and reported "about 451,584 of read-start delay" for a 215,394-cycle interval, which cannot be true. Gaps at or near the steady cadence now report as streaming, and a read-start is only attributed when the interval is actually long enough to contain one.
