Alexandros Mandravillis 6acf1976d2 runtime: refuse an over-long overlay autocompile command instead of truncating it ...

s_cmd was 4096 bytes; a 208-address --force-interior list produced a 6392-char
command, snprintf cut it mid-argument, every compile failed the same way and
autocompile latched degraded for the process lifetime. Buffer is now 8192
(cmd.exe's own ceiling), the cmd.exe wrapper is sized from it, and an over-long
command is reported and disabled loudly.
