Matthew Stanley 834f440161 WIP: ape-fw title-LOAD debugging snapshot (uncommitted session work) ...

Captures in-progress Ape Escape framework + Tomba title-LOAD investigation:
- recompiler/src/function_analysis.cpp: hardened is_bios_dispatch_thunk pass
  (never gut a li/jr candidate already inside a discovered function).
- runtime: cdrom/dma/dirty_ram_interp/interrupts/sio/traps/debug_server +
  freeze_heartbeat + main.cpp debugging deltas; SIO card-protocol test updates.

Snapshot commit to consolidate loose WIP onto dev/ape-escape; not a finished
change. See handoff: title-LOAD black = card op-loop never delivering SwCARD
spec 0x8000 completion event.
