emulation-bound, so Lever A (host cost: data shards, coverage) is safe
and multiplies with turbo; Lever B (guest CD latency) is the wedge zone;
Lever C (skip guest work) is the proven hardlock class. Burn-down E0-E7
with gates and kill criteria. ChatGPT-consult merge section pending.
