Shokunin d4a2f6afdb gl_present_ring_restart_test: ring names do not outlive the GL context ...

Hidden-GL fixture: presents build the ring, shutdown must forget every
name and pending readback, and a second context rebuilds live objects.
Fails without the fix (names kept). run_gl_texture_filter.py gains
--debug-tools to compile the ring in.
