fix(javascript): preserve POSIX runtime path case on Windows (#2422)

Use POSIX path semantics for recorded POSIX roots when reconciling runtime Evidence on Windows. Preserve Windows mapping behavior and cover implicit and explicit file roots through the reconciliation service.
