* refactor(process): share paired prlimit ceiling ownership
Route firmware, Wakaru, and pcap paired ceilings through
LinuxResourceLimits without changing their byte or CPU budgets.
Keep EVMole's soft-only limits as a dated architecture-guard exception.

* test(pcap): admit capture limits without host prlimit
The ceiling test only checks the shared argument prefix, so it uses a
temporary executable instead of /usr/bin/prlimit.

* style(pcap): format the capture ceiling test
oxfmt rejected the object literal wrapping in PcapNativeBound.test.ts.

Use the shared artifact file owner for kernel report reads, preserving the
physical outcome and exact retry lease through failed close and recovery.
Remove the handwritten finally path that discarded this authority.
Cover successful and failed reads with and without a caller scope, denied
retry, blocked replacement admission, and recovery of original error markers.
Adapt the separate descriptor repair proposed in #4863.
Fixes#4926

Inspect selected fields in existing captures through shared CLI/MCP Evidence.
Page matching frames without changing dissection or two-pass read coverage;
retain failed descriptor/process cleanup ownership and reject excess admission.
Verified with real TShark 4.0.17 and 4.2.2, public Wireshark recordings,
owned HTTP application traffic, real CLI/MCP workflows and schema checks.
