The semantic collectors admitted Node timers, fetch, WebSocket, JSON.parse
and global coercions from the identifier spelling alone, so a source that
replaced those globals (`setTimeout = () => null`) still produced resolved
built-in effects. Require the existing isUnmodifiedGlobalReference guard,
which the static analyzer already uses for fetch and WebSocket, before
admitting these effects.
The guard treats any visible possible write as a replacement without
evaluating order or reachability, so computed global writes and guarded
polyfills also remove the resolved effect. The workflow docs now say so.
Fixes#3367
Normalize non-finite timer literals to the existing unknown value at the semantic fact producer. Keep timers, source provenance, binding resolution and unrelated functions; preserve all finite delay values.
Qualify shared CLI/MCP behavior with precise regression oracles, 111 tests, actual source fixtures, real-package summary/fact/Evidence workflows and current-main integration.
Fixes#3400.
* fix(javascript-semantics): keep emitted data out of dispatch listener fields
The EventEmitter operation collector read argument position 1 as the
listener for every event method, so a dispatch such as
bus.emit("ready", data) reported the data binding and its range as the
listener. Only registration and removal name a listener there; emit
passes its remaining arguments to listeners that already exist. Read the
listener argument only for register and remove operations.

* fix(javascript-semantics): read listener arguments only for listener-taking methods
removeAllListeners accepts only an optional event name, so gating the
listener argument on operation kind still reported an ignored second
argument as a listener. Gate on the methods whose argument position 1
names a listener instead: the registration methods, off, and
removeListener.
